The question of dissolution and maintenance of the state is an aspect of Hobbes’s political philosophy that has not yet received a survey to the same extent and importance usually attributed to other issues pertaining to his political writings. I emphasize in this study the English philosopher’s concern to show that the science of conserving States has the same value and scientific philosophical caliber than the science of building States. The tripartite division of this study aims to investigate first the (...) causes and the characters associated with the dissolution of the state, then the precepts and processes related to the maintenance of the State and, finally, the acts of hostilities (treason and espionage, for example) that need be known and combated by the sovereign representative because someone else affronts and contradicts the security imperative salus populi suprema lex (safety of the people is the supreme law) and the principles of reason that sustain in totum the Hobbesian public architectonic. O artigo examina a relação entre paixão, democracia e deliberação no pensamento de Hobbes e no de Walzer. São apresentadas as razões pelas quais esses dois pensadores posicionam-se de forma crítica no concernente às deliberações no âmbito de governos democráticos. A relação entre razão e paixão é também examinada no interior do problema central de nosso estudo comparativo.

O ponto de partida da Philosophia prima de Hobbes tem como referência a Física e a Metafísica de Aristóteles. O desenvolvimento posterior de sua Philosophia prima, porém, põe em marcha uma crítica da metafísica aristotélica que conduzirá a um remanejamento teórico de uma série de princípios e conceitos herdados da tradição. Considerada em seu conjunto, a filosofia primeira hobbesiana é constituída por uma definição ampla, isto é, a metafísica definida como ciência do ente enquanto ente , sobre a qual duas (...) definições strictu sensu são erigidas: a metafísica como física geral — dizer o ente é dizer o corpo — e a metafísica como representação. No todas las imágenes se ven. Algunas pasan tiempo escondidas, aunque acechen. Otras se camuflan o se exponen desafiantes. A veces son visibles pero apenas se perciben. Al ser producto de miradas furtivas, casi siempre son precarias y desatienden cualquier exigencia de nitidez o encuadre. Se muestran en secreto y en instantes de peligro. Es entonces cuando mutan al impactar con los cuerpos que las sienten, a los que desbordan y con-mueven. Circulan en el tiempo y transmiten saberes y memorias (...) que, al desplegarse, modifican paradigmas y verdades hegemónicas. Infringen las leyes, siendo el reverso de censuras, amenazando, como imágenes siniestras, a la belleza y al orden social. Las imágenes que conforman los imaginarios clandestinos lo revuelven todo y son salvajes, indisciplinadas, polinizantes. Sin desvelarlas del todo, este libro propone un acercamiento a algunas de sus manifestaciones a través de nueve tramas entre distintos contextos y temporalidades. Desde una imagen de un anciano durante la Guerra Civil española hasta un antiguo centro de detención en Buenos Aires en el que hoy se practica tango militante; desde los vaivenes tras la muerte de Franco, que abrieron el tiempo del que salieron los huesos del pasado, hasta las decenas de miles de negativos de la revuelta uruguaya sepultados durante décadas en unas latas oxidadas; desde las imágenes en 16 mm tras la matanza del 3 de marzo de 1976 en Vitoria hasta las casas okupas en la Holanda de los 80, donde el celuloide salvó el tiempo y las distancias con las colectividades libertarias del valle del Cinca, en Aragón, pasando por una proyección de cine clandestino durante un invierno en una parroquia de Gijón. Aplastadas por la historia pero indelebles, y que son marcos que reactivan la mirada, que afectivizan nuestros sentidos en un mundo anestesiado, enfatizando la capacidad crítica y ética que tiene el ver más allá de lo visible. The zone of latent solutions hypothesis provides an alternative approach to explaining cultural patterns in primates and many other animals. According to the ZLS hypothesis, non-human great ape cultures consist largely or solely of latent solutions. The current competing hypothesis for ape culture argues instead that at least some of their behavioural or artefact forms are copied through specific social learning mechanisms and that their forms may depend on copying. In contrast, the ape ZLS hypothesis does not require these forms (...) to be copied. Instead, it suggests that several social learning mechanisms help determine the frequency of these behaviours and artefacts within connected individuals. The ZLS hypothesis thus suggests that increases and stabilisations of a particular behaviour’s or artefact’s frequency can derive from socially-mediated form reinnovations. Therefore, and while genes and ecology play important roles as well, according to the ape ZLS hypothesis, apes typically acquire the forms of their behaviours and artefacts individually, but are usually socially induced to do so. The ZLS approach is often criticized—perhaps also because it challenges the current null hypothesis, which instead assumes a requirement of form-copying social learning mechanisms to explain many ape behavioural forms. However, as the ZLS hypothesis is a new approach, with less accumulated literature compared to the current null hypothesis, some confusion is to be expected. Here, we clarify the ZLS approach—also in relation to other competing hypotheses—and address misconceptions and objections. We believe that these clarifications will provide researchers with a coherent theoretical approach and an experimental methodology to examine the necessity of form-copying variants of social learning in apes, humans and other species. Resumen A partir de la evidencia del fenómeno migratorio en Chile, se examina la situación de los estudiantes inmigrantes extranjeros, tomando como referencia la normativa del sistema escolar y la perspectiva del dilema redistribución o reconocimiento. En particular, el texto pretende mostrar las consecuencias de la comprensión generada por dicho dilema en relación con la dialéctica igualdad/diversidad, para explicar los efectos del discurso inclusivo sobre la situación de los estudiantes inmigrantes, considerados como paradigma de grupo minoritario. Con este propósito, se (...) distingue y analiza un particular corpus legislativo que se extiende entre los años 2009-2015, el cual se caracteriza por introducir masivamente la idea de una política educativa inclusiva como ideario a perseguir por el sistema escolar.Based on the evidence of the migration phenomenon in Chile, the situation of foreign immigrant students is examined, taking as a reference the regulations of the school system and the perspective the redistribution or recognition dilemma. In particular, the text aims to show the consequences of the understanding generated by this dilemma in relation to the equality/diversity dialectic, to explain the effects of inclusive discourse on the situation of immigrant students, considered as a minority group paradigm. With this purpose, a particular legislative corpus that extends between the years 2009-2015 is distinguished and analyzed, which is characterized by massively introducing the idea of an inclusive educational policy as ideology to be pursued by the school system. Accountability is a cornerstone of the governance of artificial intelligence (AI). However, it is often defined too imprecisely because its multifaceted nature and the sociotechnical structure of AI systems imply a variety of values, practices, and measures to which accountability in AI can refer. We address this lack of clarity by defining accountability in terms of answerability, identifying three conditions of possibility (authority recognition, interrogation, and limitation of power), and an architecture of seven features (context, range, agent, forum, standards, process, (...) and implications). We analyse this architecture through four accountability goals (compliance, report, oversight, and enforcement). We argue that these goals are often complementary and that policy-makers emphasise or prioritise some over others depending on the proactive or reactive use of accountability and the missions of AI governance. Regulation is nothing without enforcement. This particularly holds for the dynamic field of emerging technologies. Hence, this article has two ambitions. First, it explains how the EU´s new Artificial Intelligence Act (AIA) will be implemented and enforced by various institutional bodies, thus clarifying the governance framework of the AIA. Second, it proposes a normative model of governance, providing recommendations to ensure uniform and coordinated execution of the AIA and the fulfilment of the legislation. Taken together, the article explores how the (...) AIA may be implemented by national and EU institutional bodies, encompassing longstanding bodies, such as the European Commission, and those newly established under the AIA, such as the AI Office. It investigates their roles across supranational and national levels, emphasizing how EU regulations influence institutional structures and operations. These regulations may not only directly dictate the structural design of institutions but also indirectly request administrative capacities needed to enforce the AIA. (shrink)

O presente texto traz uma análise do negacionismo a partir da junção da Análise Crítica do Discurso – de maneira mais específica aquela que institui o raciocínio dialético como metodologia (Fairclough, 2015; 2018) – em interface com a Linguística de Corpus, inspirado no trabalho de Magalhães (2004), em sua abordagem de palavras-chave (Williams, 1976), para análise de corpus de pequena dimensão (Sinclair, 2001). A partir desse aporte, buscamos analisar um corpus de textos midiáticos sobre negacionismo, como contribuição para averiguar as (...) relações lexicais que constroem uma argumentação e uma série de articulações que procuram sustentá-lo, bem como indicar os vieses com os quais ele se conecta numa tentativa fundante de desconstrução de saberes instituídos como o da ciência. Como resultado, percebemos a fragilidade do negacionismo, mas o perigo que representa ao sair do universo das ideias para o universo do comportamento, na forma de negação sem argumentação plausível ou com ela fragilizada e sem uma validação de propostas, gerando um ambiente insalubre para todos, especialmente para os próprios negacionistas. Even though the link between perceived corporate social responsibility fit and corporate reputation has received much attention from scholars, this tradition has ignored that the underpinnings of this association vary depending on the particular characteristics of each industry under study. To delve into this matter, we investigate in the increasingly relevant context of controversial industries how PCSR-fit could enhance corporate reputation and which are the mediating mechanisms of this association. Our academic contribution is twofold. First, we find that controversial sectors (...) indeed can increase corporate reputation through CSR activities. However, we find that to achieve this goal, the nature of PCSR-fit should be different than what extant literature indicates, because companies in these settings should directly focus on avoiding or reducing their inherent controversial harm or impact. Second, we evidence that “CSR initiatives' legitimacy” and “situational skepticism” mediate the PCSR-fit and corporate reputation relationship in CIs. Therefore, we further unravel the underpinnings of this association to advance what we know on the matter and aid practitioners in this particular context. (shrink)

Este es un ensayo fotográfico que, ante el deterioro del fondo habitacional de Centro Habana, Cuba, se pretende construir un archivo tipológico de las decoraciones con azulejos o baldosas hidráulicas vidriadas, aún visibles en algunas edificaciones, mediante la fotografía documental, para preservar lo que alguna vez fuera parte de la vida cotidiana de residentes y transeúntes, y que ha sido reconocido por los especialistas como parte del patrimonio de la ciudad.

The present article is framed within the biosemiotic glossary project as a way to address common terminology within biosemiotic research. The glossary integrates the view of the members of the biosemiotic community through a standard survey and a literature review. The concept of ‘semiotic threshold’ was first introduced by Umberto Eco, defining it as a boundary between semiotic and non-semiotic areas. We review here the concept of ‘semiotic threshold’, first describing its denotation within semiotics via an examination on the history (...) of the concept, its synonyms, antonyms, etymology, usage in other languages and context in which it is used. Then we present a general overview of the survey among researchers, analyzing the difference in responses for the concept of ‘lower semiotic threshold’ and related concepts. From the answers we also review the difference between the general usage of ‘semiotic threshold’ versus its specific use within biosemiotics, and attempt to make a general synthesis of the concept taking into account what we have learned from the survey and the literature review. The EU Artificial Intelligence Act (AIA) defines four risk categories for AI systems: unacceptable, high, limited, and minimal. However, it lacks a clear methodology for the assessment of these risks in concrete situations. Risks are broadly categorized based on the application areas of AI systems and ambiguous risk factors. This paper suggests a methodology for assessing AI risk magnitudes, focusing on the construction of real-world risk scenarios. To this scope, we propose to integrate the AIA with a framework developed by (...) the Intergovernmental Panel on Climate Change (IPCC) reports and related literature. This approach enables a nuanced analysis of AI risk by exploring the interplay between (a) risk determinants, (b) individual drivers of determinants, and (c) multiple risk types. We further refine the proposed methodology by applying a proportionality test to balance the competing values involved in AI risk assessment. Finally, we present three uses of this approach under the AIA: to implement the Regulation, to assess the significance of risks, and to develop internal risk management systems for AI deployers. El objetivo de este artículo es presentar una reconstrucción de la teoría de los grupos dereferencia. La teoría, desarrollada por Robert K. Merton, ha sido largamente utilizada enlos más variados campos de las ciencias sociales, aunque con escasa o nula consideraciónmetateórica hasta ahora. La reconstrucción atenderá a la presentación que de la misma serecoge en sendos artículos de su libro Social Theory and Social Structure, de 1968, a saber:“Contributions to the theory of reference group behavior” y “Continuities in the theory (...) ofreference groups and social structure”. Para presentar esta reconstrucción me apoyaré en elinstrumental de la Metateoría Estructuralista. Después de una consideración informal de lateoría, serán presentados sus modelos potenciales, modelos, modelos potenciales parciales,sus aplicaciones intencionales y algunos comentarios acerca de la noción de “grupo de referencia”en lo que respeta su carácter relacional y disposicional. The EU proposal for the Artificial Intelligence Act (AIA) defines four risk categories: unacceptable, high, limited, and minimal. However, as these categories statically depend on broad fields of application of AI, the risk magnitude may be wrongly estimated, and the AIA may not be enforced effectively. This problem is particularly challenging when it comes to regulating general-purpose AI (GPAI), which has versatile and often unpredictable applications. Recent amendments to the compromise text, though introducing context-specific assessments, remain insufficient. To address this, (...) we propose applying the risk categories to specific AI scenarios, rather than solely to fields of application, using a risk assessment model that integrates the AIA with the risk approach arising from the Intergovernmental Panel on Climate Change (IPCC) and related literature. This model enables the estimation of the magnitude of AI risk by considering the interaction between (a) risk determinants, (b) individual drivers of determinants, and (c) multiple risk types. This volume serves as a reference on the field of cognitive semantics. It offers a systematic and original discussion of the issues at the core of the debate in semiotics and the cognitive sciences. It takes into account the problems of representation, the nature of mind, the structure of perception, beliefs associated with habits, social cognition, autism, intersubjectivity and subjectivity. The chapters in this volume present the foundation of semiotics as a theory of cognition, offer a semiotic model of cognitive (...) integration that combines Enactivism and the Extended Mind Theory, and investigate the role of imagination as the origin of perception. The author develops an account of beliefs that are associated with habits and meaning, grounded in Pragmatism, testing his Narrative Practice Semiotic Hypothesis on persons with autism spectrum disorders. He also integrates his ideas about the formation of the theory of mind with a theory of subjectivity, understood as self-consciousness which derives from semiotic cognitive abilities.
